Bilbo used the ring without ever intending to destroy it because like everyone else, Bilbo became addicted to having possession of the ring. For Frodo, it was never really his to have and he didn't care for the power that the ring could wield. That's why Sauron always looks angry because he can't believe this little Hobbit has the balls to destroy it.
