10. Dolores Umbridge
Placed in the DADA position by Cornelius Fudge himself, Dolores Umbridge is the Ministrys new voice of control at Hogwarts. First of all, she reduces the DADA class to kindergarten level, then calls Harry a liar when he brings up Voldemorts return. She then punishes him by having him write lines using a blood quill, which takes its ink from the back of the writers hand. When Professor McGonagall confronts her about this torture, Umbridge starts raving about disloyalty. She has Fudge appoint her High Inquisitor and proceeds to turn the most fun school ever into something out of 1984. The ultimate goal for Fudge and Umbridge is to sack Dumbledore and put Umbridge in his place as Headmaster. When this is achieved, she uses her new power to have the entire Dumbledores Army defence group suffer punishment with the blood quill. She also reveals that it was she who sent the Dementors to Little Whinging to attack Harry and Dudley Dursley, and is prepared to use the Cruciatus Curse on Harry when he doesnt cooperate with her demands. This is a lady who needs a cell in Azkaban, or a locked room in the psycho at St. Mungos, not a Ministry post.
