1. HYDRA Putting The Winter Soldier Up Against Captain America (Captain America: The Winter Soldier)
Captain America: The Winter Soldier revealed that HYDRA had been growing, like a parasite, inside S.H.I.E.L.D. for many years. During that time, they had rescued Bucky Barnes after his fall in Captain America: The First Avenger and turned him in to a deadly brainwashed weapon with a powerful bionic arm. Knowing that Captain America was looking to bring HYDRA down, they sent his former friend up against him. Why? Why, when they had so many other options available to them (given their vast array of resources), would they risk the possibility of Steve Rogers being able to get through to his old friend? Ultimately, that's exactly what happened and, just when Bucky could have disposed of a major thorn in HYDRA's side, his history with Rogers got the better of him and he saved his life - enabling Cap to continue to pose a major threat to HYDRA and their allies in the future. Bet you wish you'd sent "the twins" out to attack Cap instead now, don't you HYDRA? So there you have it - twenty idiotic decisions made by characters in the Marvel Cinematic Universe.
