7. Kang The Conqueror

While their first few Phases have been all about building up an intergalactic threat, time travel could be a very interesting option for Marvel as they look towards what's next for Phase 4. It's a plot device which has been used to great effect in the comics over the years, and if they are considering going down that route, bringing Kang the Conqueror into the fold just makes sense. Without a doubt one of The Avengers' greatest foes, Kang has very nearly brought Earth's Mightiest Heroes to their knees on any number of occasions, and it would be interesting to see the team taking on someone who is less of a physical threat and more of a mental one as he toys with time and their lives. Like Ultron, Kang would be a great choice of bad guy to kill time (no pun intended) until Marvel decides who their next big bad is going to be, though that too is a role which he would arguably be well suited for if written the right way. There have been rumbling that Kang is a character owned by Fox which is obviously an issue (while he may have become an Avengers villain, his origin story is tied closely to the Fantastic Four), but if that isn't the case, then this fan-favourite bad guy factoring into a Thanos style at the end of Infinity War is definitely something I would love to see become a reality.
