That figure comes from the poster from Despicable Me 2. Given the way it's framed, there are almost certainly hundreds more Minions in that crowd, out of our line of sight. 10,400 - the 899 Coffin voiced = 1,401 either voiced by Renaud or mute.

Does that number change? Do they reproduce? Hard to say. The movie Minions claims they've existed since at least the days of the dinosaurs, while the short film Minions: Orientation Day shows Gru engineering them from a strand of DNA. The Minions Mayhem ride sees Gru transforming humans into Minions. And then there's a line in the first film - "Looking good, Kevin. How's the family?" - which raises many more questions than it answers.
