The final (Mark II) version of Ivan Vanko's Whiplash armour (which was essentially an amalgamation of the first one he wore on the racetrack in Monaco and Iron Mans own armours) was a powerful bit of technology. Specifically, it was a dangerous and sophisticated fusion of Hammer technology armour with a miniature arc reactor adapted from Howard Starks and Anton Vankos earlier designs. It was clearly designed with many of Tony Starks Iron Man capabilities in mind and offered the wearer a high degree of super-strength, incredible levels of durability and high-speed flight capabilities. The things that put it ahead of the Iron Monger armour in terms of its power levels are the two arm-mounted plasma whips that could be controlled to have a level of prehensile grasping capability - enough to manhandle Iron Man and War Machine - and the fact that it had an in-built device that allowed it to control an army of Hammer drones.
