Loki's power level has actually been fairly disappointing in the Marvel Cinematic Universe so far - at least in comparison to his comic book counterpart - but it is still sufficient to see him placed this highly in the list. Thanks to his Asgardian upbringing and Frost Giant heritage, Loki is incredibly strong and durable. He can easily throw grown men across a room, completely shrug off bullets and take a savage beating from the Hulk and come away relatively unscathed. He's also quick and astute enough to catch an arrow fired at him from behind. In terms of his more esoteric abilities, he can cast illusions, generate extreme cold (such as the instance in which he froze the lightning in the Bifrost Bridge to jam its functions) thanks to his inherent Frost Giant powers, use telekinesis and was even able to somehow control the mind of Erik Selvig (so he must possess some form of mind control or hypnosis). The fact that he is also extremely cunning and a skilled hand-to-hand combatant on top of all that makes him very dangerous.
