4. Vilos Cohaaagen Suffocates Thousands To Make A Reckless Point €“ Total Recall (1990)

TR Vilos Cohaagen is almost hilariously evil, but he falls into the same trap as Grand Moff Tarkin. Essentially, you can€™t be evil if there€™s no-one to be evil to, and Cohaagen€™s decision-making abilities show he wholeheartedly misunderstands this concept. Let€™s set the scene. Quaid and Melina have just managed to escape from Cohaagen€™s forces by taking to the tunnels behind the Venusville Bar. In reponse, Cohaagen pulls the ultimate dick move by shutting down ventilation to the entire sector to flush them out, dismissing the whole moral conundrum with a cursory €˜f**k€™em€™ remark, explaining that it would be a good lesson to the others who live under his aegis. This is a ridiculous overreaction on two levels €“ first of all, killing off an entire swathe of population just because you€™re a dick isn€™t going to quash a rebellion any more than breaking someone€™s leg would kill them. Yes, they€™d be weakened, but they€™d come back with new resolve to beat the everloving snot out of you. After all, there€™s such a thing as too evil, and suffocating countless people to flush out two might count as this. The second reason relates to the flushing out. Simply put, he has no way of knowing that Quaid €“ technically an amnesiac villain by the name of Hauser €“ will achieve his aims in reaching Kuato, meaning that he€™s just thrown his entire plan into jeopardy just to make a ridiculous point. Remember that this whole plan was years in the making, and Cohaagen almost dooms it all just so he can make a stupid point.
