1. Percy Wetmore - The Green Mile
Percy Wetmore (Doug Hutchison) doesn't even come close to being the worst villain of The Green Mile, a title that of course goes to Sam Rockwell's Wild Bill for the murder of two innocent, young girls; the murder that John Coffey (Michael Clarke Duncan) was wrongfully put on death row for. However, that doesn't mean that Percy wasn't utterly reprehensible as a person.
The outlier of the team that watched over the Mile, the rest being Paul, Brutus, Dean, and Harry (Tom Hanks, David Morse, Barry Pepper, and Jeffrey DeMunn), who were as close and tight-knit as a family, Percy saw the job as a stepping stone to something bigger. This was thanks in large part to his highly placed aunt.
As such, Percy was arrogant, he was egotistical, and he believed himself better than the other men in his team. This he proved to be false when he deliberately fried Eduard Delacroix (Michael Jeter) in the most heinous manner possible.
Percy wanted to kill a man in the electric chair, which gives you something of a sense of the man, but knowing full well that the sponge placed on top of the dead man's head needed to be wetted, he put it on dry, which essentially led to the brutal image of Del being sizzled, scarred, and set alight before dying. The reason for such a death? Because Del laughed at Percy when he wet himself out of fear of being grabbed and attacked by Wild Bill.
