Throughout the X-Men movies, we're introduced to technology designed to dampen mutations to keep mutants from using their powers. Sometimes they take the form of inhibitor collars, but in X-Men: Apocalypse, we see an earlier version of the same technology used in the holding pens at Alkali Lake.

The captured mutants are thrown into the prisons with the active fields designed to stop them using their powers to escape. Which is super effective on everyone...

Well, everyone except Mystique, who apparently didn't get the memo and uses her shape-shifting powers while inside the dampening field and then maintains her appearance as Raven for the whole scene, despite that literally being the power she's not supposed to be able to use at that point.
