Initially, Elliot Carver despised Great Britain and China for the handover of Hong Kong, so he moved the Carver Media Group Network's European headquarters from London to Hamburg in protest. Although this idea was discarded, Germany’s second largest city remained in the script, although it was largely represented by British locations onscreen.
Pierce Brosnan and Desmond Llewelyn (Q) visited Hamburg Airport’s Terminal Two for filming, but Bond and Q's inspection of the gadget-laden BMW 750iL was shot inside a private hangar at Stansted Airport, Essex.
The exterior and main atrium of Carver’s headquarters were the IBM Building at Bedfont Lakes in Feltham, West London. Its printing works were Harmsworth Quays Printing Limited at Surrey Docks, Rotherhithe, southeast London (now based in Thurrock, Essex); the Westferry Printing Works on London's Isle of Dogs where "they'll print anything these days" (now demolished), and East India Dock House (formerly The Financial Times Building) in the London Borough of Tower Hamlets.
The thrilling car chase was shot on levels four and five of Brent Cross Shopping Centre's multi-storey car park in the London Borough of Barnet and James Bond’s hotel suite was Stoke Poges Golf Club, Stoke Park, Buckinghamshire, which had featured in Goldfinger (1964).
