20 Things You Somehow Missed In Back To The Future Part 2

5. Hill Valley Courthouse Became A Mall Because All Lawyers Were Abolished

One of the first sights that Marty happens upon when he travels to 2015 is Hill Valley Courthouse, which has now been transformed into a fancy, futuristic mall.

When Doc explains to Marty that he needs to change his son's future by preventing him from taking part in Griff's robbery, he also notes that the United States' criminal justice system now renders a verdict within two hours of someone's arrest.

The reason for this? In Doc's own words, "the justice system works swiftly in the future now that they've abolished all lawyers."

This is also surely why the courthouse was turned into a mall without legal challenge. Without the time-consuming nature of due process and lawyers no longer being a thing, a courthouse probably had a lot less public utility than a mall.
