1. Steve Actually Read The Accords
With the exception of Thor, Bruce Banner, and the newly retired Clint Barton, every Avenger was there for the team’s meeting with Secretary Ross. Everyone, including Tony Stark, was briefed on the Sokovia Accords, and the intention to ratify them in Vienna.
This was a groundbreaking, life-altering piece of legislation that naturally caused a rift between the team. They would be handcuffed, and potentially hamstrung by red tape and the whims of men and women with changing agendas rather than being able to make decisions themselves, but in theory there would be less collateral damage.
Everyone put in their two cents on the argument, with the exception of Wanda who stayed quiet throughout, but everyone had an opinion. There was only one person however, who was actually shown to make any effort to actually read the Accords themselves. This, of course, was Captain America.
Everyone else essentially took the gist from what Ross was saying, but not Captain America. He diligently sat there and actually read the document, making sure to understand what he was talking about before making any comments or judgments. Or, it may have been just to work on believing that the Avengers would be handcuffed like this after saving the world so many times.
