There are a few events which happen on Halloween which tie in a lot of events together; because of Harry's birthday being 31st July, there is a chance that he could have been conceived on this date too. It is also the same date as when his parents were killed by Voldemort, the mountain troll was let into the school in an attempt to kill Harry, Sirius Black broke into Hogwarts and slashed the Fat Lady's portrait and it is also on Halloween that Harry's name comes out of the Goblet Of Fire - eventually leading to Cedric's death.
