For all intents and purposes, The Abomination from The Incredible Hulk is the physical equal of the Hulk - he is in fact an abominable mutation of the loveable big fella - but there's something of a discrepancy in their powers because of the men beneath the monsters.

Emil Blonsky is everything Bruce Banner is not: he is motivated by power (to an almost perverse level), he wants to be monstrous and he has an obviously malignant streak and as the Gamma Radiation/genetic mutation involved in Hulking out only amplifies things, his end result is deeply flawed.

He might even be stronger than Hulk, but his intellect is no match and his chief weakness is his lack of humanity (as personified quite literally in the fact that he can't change back to Blonsky). That's quite poetic, but it robs him of a top 20 spot.
