14. Emperor Palpatine
Hailing from the Planet of Naboo, he served as senator for Naboo and later as the Supreme Chancellor of the Galaxy all the time secretly being the Dark Lord of the Sith. After granting himself emergency powers during the Civil War, he used an attack by the Jedi as justification to enact Order 66, which killed most of the Jedi in the galaxy, as well as granting himself the title of Emperor. He took Anakin Skywalker to become his apprentice, renaming him Darth Vader and ruled over the galaxy with an iron fist for the next 20 years. He was eventually killed by Darth Vader after attacking his son Luke Skywalker aboard the second Death Star, although in a series of comic books he is brought back to life once more. Palpatine is the personification of evil as well as being arguably the most powerful force user in the galaxy. He was the first character to use force lightning on screen and in only a few minutes of screen time, becomes one of the most memorable villains in history, with his entire attempted conversion of Luke Skywalker being the highlight of Return of the Jedi.
