Voldemort had many more followers but not one of them wanted to have a butterbeer with him and talk about his feelings. Because the Order were dedicated to the cause, they were able to succeed, but their magical achievements was a result of their emotional needs and determination to ensure that love overcomes all evil. The Death Eaters were just there for the ride and bailed even when they were needed.
