Because surviving one Hunger Games apparently isn't enough, an outraged President Snow decides that the 75th edition of the games, known as the Third Quarter Quell, will see previous winners re-entered into the games in order to prove that nobody is above the Capitol's authority. Naturally Katniss gets picked, and when Haymitch's name is selected, Peeta immediately volunteers as tribute, much to Haymitch's dismay. While in one respect it's a pretty lazy rehash of the original movie's idea and, like most sequels, it can't resist but refer to what came before as "child's play" in order to make itself seem more epic, but at least the addition of angry veterans of previous Hunger Games does ramp up the intensity level considerably.
