Leader probably couldn't carry a movie on his own - he's just not big or interesting enough - so the Hulk would need another villainous threat and, simply put, his rogue gallery just isn't that interesting. How many non-comic book fans have heard of the Gamma Corps, Umar, Xemnu, the Gargoyle or the Gremlin? There just aren't many big names in Hulk's list of enemies that would act as a suitable draw for crowds. In order to counteract the current stigma attached to Hulk movies, thanks to the lack of major success from previous efforts, it would need an x-factor - and that's not going to be provided by the poor quality of his opponents.
