4. Maxwell Lord
Maxwell Lord is a mind-controlling telepath who first appeard in 1987's Justice League #1. Lord's powers are such that his victims aren't mindless zombies - they do not know they are under his control and nor do they appear to be, they simply go about their daily lives as normal under his influence. He would be an interesting villain for Wonder Woman because she is essentially immune to telepathy (or at least mostly presented that way), so he would need to mind control other beings to pose a threat to her. Indeed, one of the more memorable comic book moments (pictured) occurred following Lord controlling Superman in to attacking Wonder Woman - in order to break the control, she was forced to kill him, snapping his neck and turning head a full 180 degrees live on camera to millions of people. That would be a great scene to see on film.
