Who Is He? A private detective named Mac Gargan who developed superpowers and was driven insane by being used as the test subject for a mutagenic treatment designed to create a creature capable of defeating Spider-Man
Why Would He Make A Good Villain? Given that his entire purpose is to kill Spider-Man, Scorpion is stronger and more durable than him which means that the usual story structure of Spider-Man initially being beaten by a villain and developing a way to get the better of him could be played out, but Scorpions seven foot mechanical tail would add a new dimension to the action scenes and allow for something a bit different than just web-swinging and brief hand-to-hand combat. But the best thing about Scorpion is that hes a prime example of a tragic villain. His villainy is only in his mind, caused by his deteriorating sanity. He's not inherently evil and is more a victim of circumstance, which would allow for themes like personal responsibility and the strength of human nature to be explored. It could also be used to further show Peters more compassionate side, with him tracking down and taking on Scorpion in an attempt to save him from his own madness. Like Shocker, since he isnt one of the strongest of Spider-Mans foes and not evil per se, he would work best as a secondary villain or a subordinate of a more prominent villain. The latter of which would tie into his origin story of being created to kill Spider-Man.
