1. Tony Stark
This seems the most likely origin, given the recently released teaser trailer (see below), which appears to show a suit of Iron Man armour changing form to become Ultron. It would also give Tony Stark - who appeared to retire at the climax of Iron Man 3 - a valid reason to return to his superhero role, given that the emergence of the villain would be his fault and he would feel a responsibility to stop it. Rumours of J.A.R.V.I.S being compromised and going rogue have surfaced recently - but they are literally just rumours and, to me, that seems unlikely. If it is indeed Stark's fault that Ultron comes in to existence, it remains to be seen what that will do to the already fragile genius, billionaire, playboy, philanthropist following the events of the battle of New York. A less likely, but related scenario could be that Ultron IS Iron Man. In one comic, the Ultron program interfaces with Iron Man's armour, which Iron Man had integrated with his biology. This allows Ultron to transform Iron Man in to a new version of himself. Here is that trailer I mentioned earlier... So there you have it; Six possible origins for Ultron in the Avengers sequel.
