Yes, William Hurt has already appeared in the Marvel Cinematic Universe as General Ross, but there is some logic (and a loophole or two) to including him on this list. While The Incredible Hulk was the second film of Phase 1, it's generally overlooked, because they've changed the actor who plays Bruce Banner/Hulk (and also 'cause it wasn't very good). Also, it's the only one Marvel don't have the rights for, so it's best to think of this as a soft reboot of the character. Aside from the distribution technicalities, there's also the fact that this film was released in 2008. By the time Civil War is released, it'll have been close to a decade since Hurt appeared in the role, and he will effectively be a new character to a generation of fans. That's actually something backed up by the man himself, who said:
" is different because it's a different style...And what they've done is they've taken a character who was the Ross from the older film and made a new version. This is a much newer Ross. A much different Ross."
So there you have it, he is a new character (kind of), and thus his place on the list is validated. Plus, new addition or not, it's exciting to have William Hurt back in the fold, and to see just what the character will be like now after so long away.
