4. Sam Rockwell
It's important to highlight that Sam Rockwell's performance as Justin Hammer was not disappointing by any stretch of the imagination. He nailed this part by bringing all of his signature energy, character acting and charming quirks. Despite all of that, his performance was wasted on a movie that is best left forgotten.
Iron Man 2 was a low point for the hero, as it's universally considered on the lower end of the MCU quality scale. Despite the great building blocks - like Rockwell - it just didn't come together, as the movie lacked steaks, felt overblown and was a little goofy. Thanks to this, it's easy to look back on the film and feel that the Oscar winner Sam Rockwell was wasted in it.
Imagine taking his performance and turning it into a recurring role. He could have easily appeared in other movies, causing havoc for Tony Stark and even rising up the ranks to become a thorn in the side of The Avengers, and it would have been entertaining.
But as it stands, he will always be a side-villain in one of the worst MCU flicks, as there has been no sign of Justin Hammer outside of Iron Man 2 - aside from a brief cameo in Hail to the King and a mention in Luke Cage.
