7. The Riddler

As arguably the closest thing Batman has to Joker in his rogues gallery - aside from Joker himself, obviously - there is no real reason why the Riddler can't be just as popular as, if not more than, Ledger's depiction of the maniac villain. Of course, the Riddler has already been quite successfully depicted on screen by Jim Carrey in 1995's Batman Forever. The film was quite well critically received and, even in the cases when it wasn't, Carrey's charisma and performance was generally praised on a wide scale. Carrey is, however, mostly known for his wackiness and isn't generally considered among the world's best actors, so a more "serious" actor giving the Riddler character a darker tone and more complex personality could potentially go down brilliantly with audiences. And the fact that Ledger's Joker was the second time the character had been portrayed on the big screen (having seen Jack Nicholson portray the character in the previous Batman franchise) bodes well for a second portrayal of the Riddler.
