4. Tilly Masterson - Goldfinger
One of the sadder entries on the list, Tilly was a fascinating character who never really got the time to shine. While most entries on this list are examples of the respective films being enhanced by the lack of a romantic entanglement with the British spy, this is a case where an intimate moment between the characters could have really added to the story.
Tilly Masterson is the sister of Jill, the character most famous for suffocating to death after being painted in gold. On a mission to track down her sister's killer, Tilly almost takes out Bond by accident, displaying how completely out of her depth she is. They finally meet up, and there is a genuine spark between the two characters, with Tilly one of the few 'Bond Women' of the Connery era to not be intimidated by Agent 007.
The potential couple appear to join forces at the start of the film's epic car chase, but her death by metal hat at the hands of henchman Oddjob is the one flat note in an otherwise perfect film. Perhaps 1964 was just a little too early for a Bond girl with real depth.
