The Marvel Cinematic Universe changed drastically in 2016 with Captain America: Civil War. After the events of Sokovia in Age of Ultron, 117 countries came together on the Accords as a way of bringing beings with powers and abilities under the control of their governing bodies.

This helped see to the break up of the Avengers, however in the source material, even before the Superhero Registration Act, Alpha Flight operated under the banner of the Canadian government. Working out of Department H under the guidance of James Hudson, the group was a means of research and development rather than an actual super team.

Immediately, this would offer a built in origin story for the team, as one of the first groups to come together and operate under the Accords in the way Thaddeus Ross pictured he could control the Avengers. The team would also offer a whole different dynamic to what we have seen from the Avengers and Guardians, and likely how the Eternals will operate.

When done properly, most origin stories can be improved greatly if they can be tied to the MCU's past, and in this way Alpha Flight would be no different.
