3. The Sinister Six

As well as the many villains referenced in one way or another, the end of the film sets up the Sinister Six spin-off movie overtly. When Mr Fear visits Harry Osborn, he is told that everything he needs to help set up the villainous team is inside the secret unit at Oscorp, suggesting that we've already seen hints for who will be involved. The ones definitively shown in the movie are Vulture, Green Goblin and Vulture...

It therefore appears that the final line-up for the Sinister Six right now will be Green Goblin, Rhino, Vulture, Doctor Octopus, Lizard and Electro, though that could well change if Electro's death proves permanent (counter to what Jamie Foxx has been saying in interviews about electricity never dying). There's also the possibility that Mr Fear himself will become one of the Six, since he's the one being charged with getting it off the ground.
