Why would Ant-Man end Phase Two instead of Avengers: Age Of Ultron? It could be because there are some key elements in that film that play directly into the launch of Phase Three with Captain America: Civil War. In that arc, Captain Americas anti-reg heroes were a team of their own, liberating heroes apprehended by Iron Man and S.H.I.E.L.D., and infiltrating their bases to try and uncover information. Jobs like this could require the assistance of more stealthy heroes and someone who can shrink down to miniature size would definitely fit that bill. Of course, that just covers Scotts role. The older Hank Pym, being a former S.H.I.E.L.D. scientist and an ex-superhero in his own right, may not necessarily join up with Caps resistance movement. And that's assuming he actually survives Ant-Man.
