The foreshadowing to Civil War and the callbacks to Avengers: Age Of Ultron are pretty strong throughout the film - apparently too strong, if you're Edgar Wright - and just as the Battle Of New York hung over the start of Phase 2, it looks like Sokovia is going to be one of the touch-paper moments for Civil War's key narrative.

In fairly stark contrast to the celebration of the Avengers' intervention against Ultron that happens in the immediate aftermath of Sokovia being dropped out of the sky, the tide has apparently already turned against superhero behaviour. Instead of the narrative being that the Avengers saved the day, something has clearly made the media aware of the fact that the Avengers (and Tony Stark specifically) was to blame thanks to Ultron's creation.

That thinking is reflected in Ant-Man when a passenger on a tram is seen reading a newspaper with the headline "Who Is To Blame For Sokovia?" Clearly, the answer will play a big part in Civil War's plot development.
