The Falcon and The Winter Soldier TV series on Disney+ is going to introduce a brand new Captain America in the form of Anthony Mackie's Sam Wilson. Bucky will join him for that ride (which makes sense when Baron Zemo is set to be the lead villain), but where does he go beyond that? If he's not going to become Captain America, then his story is arguably nearing its end.
Yes, he could easily become a recurring presence in the Marvel Cinematic Universe similar to characters like Hawkeye and Black Widow, but a better use for Steve Rogers' best friend could be to have him finally prove himself a true hero when he falls while fighting alongside The Avengers.
That could inspire Sam Wilson to continue being Captain America, while also going some way in helping Bucky make up for his past actions once and for all; bear in mind that his time as The Winter Soldier is what split Earth's Mightiest Heroes straight down the middle! It's hard to say how this could happen, but a sacrifice once again seems like the best possible way to conclude his story arc.
