2. No Superhero Registration, No Civil War?

As General Ross lays out quite cleanly when he makes his grand return to the MCU in Civil War, the Sokovia Accords were drawn up as a response to a series of actions - both expressed by him and implied elsewhere. Let's go through them and strike out the ones directly and indirectly caused by the Infinity Stones.

1. Hulk's "rampage" in Harlem - could remain in play, because it predates the Stones. BUT, it's exacerbated by Hulk's loss of control in Africa, which Scarlet Witch was responsible for. No Stones, no Witch.

2. The Battle Of New York - no Mind Stone, no Tesseract, no Battle. Strike through.

3. The Helicarrier Crashes, Washington - HYDRA's infiltration of SHIELD didn't depend on Stones, but the crashes depended on Cap being there. No Tesseract, no Cap in the future, no crashes. The blame for a massacre wouldn't have fallen on The Avengers. Strike through.

4. Sokovia - Ultron would probably still have enacted his Sokovian plan, because it didn't depend on Vision's creation. Remains in play.

5. The African Massacre - no Scarlet Witch, no accidental mass murder. Strike through.

So that's more than half of Ross' justification for the Accords removed. And even if they'd been pushed through, Tony Stark's mental condition wouldn't have been nearly as easily manipulated to signing them as it ended up being thanks to Scarlet Witch's manipulation of his brain in Age Of Ultron. She implanted the idea of their needing to be a greater good for the sake of the universe, and without that, he wouldn't have turned his back on what was ultimately right.

The long and short of it is that without the Stones, a Civil War would have been entirely unlikely.
