The "Yes" argument: Fury literally assembled The Avengers, and has been in the background of every major dealing involving their career trajectory ever since. Granted, he sat out Civil War after "going dark" in Winter Soldier (that Ultron save was a cameo, at best), though Infinity War shows him and Maria Hill riding a sizeable armoured vehicle as normal.

The "No" Argument: Contractually, Samuel L. Jackson is eight films into a nine movie deal. His final appearance is likely in Avengers 4, though I wouldn't be surprised if he pops up in Captain Marvel instead, being Infinity War's post-credits scene showed him contacting her. With it looking increasingly unlikely that Fury is getting a solo movie to detail why his eye is burned or how he had knowledge of the wider universe, it's a fitting sendoff that Jackson's final word is "Motherf-"
