Avengers: Infinity War - Every Character Confirmed So Far

Confirmed By: Narratively speaking, it would make a lot of sense for Fury to appear, since his Avengers Initiative lies in tatters and he's the man they usually turn to for inspiration and unity. And on top of that, Samuel L. Jackson has said he “thinks” he will appear in Avengers: Infinity War and its sequel.

Plot Predictions: He's still underground and pretending to be dead, which means he's something of a wildcard, but now the other Avengers loyal to Cap are also rogue, it makes sense that they might seek out their powerful, resourceful ally. And don't rule out Black Widow finding him first, since she's apparently entirely without allies.

Fury has Dead Meat written all over him - not least because he's no more than an expensive loose end now for Marvel - which would serve the right sort of emotional punch to get the Avengers back together again.
