22. Gamora
At times it might have looked like Zoe Saldana's Gamora might end up being relegated to "just" a romantic interest for Star-Lord, but the personal conflict betwen her and Nebula in the Guardians sequel added a lot more interest to her arc. She also has lots of unfinished business with her adoptive father - who counted her as his favourite - and them coming face to face is very intriguing.
Gamora has a pretty good power set to begin with too: she's a skilled fighter thanks to lots of training, but she's also super durable, super agile and super agile and she comes with a regenerative health factor and improved vision compared to non-powered humans. She hasn't had huge opportunity to show it all off yet, but it's all there.
21. Nebula
As was established in Guardians Of The Galaxy Vol 2, Gamora's sister is not as good a combatant as her (hence all of the augmentations Thanos added to her every time she lost), but she has something burning within her that makes her more dangerous. She has rage.
When she comes into contact with her father eventually, she's probably going to unleash every bad feeling she has towards him in a volley of violence that might well catch him off guard, since her physiology makes her super strong, super agile and super durable. Unfortunately, her volatility also makes her vulnerable, which makes the regenerative healing factor she has (thanks to the augmentations built into her) all the more useful. She'll probably get a few good punches in, but ultimately, she's been victimised and dominated by Thanos before.
