28. Hawkeye

Some might consider it a little ocntroversial to have Hawkeye ranked above his friend Natasha, but his quivver is basically a license to adding creative powers to his armoury that she can't really compete with. Like her, he's an instrument of government-sanctioned warfare, and while he's got something of a reputation as a whipping boy, he's underrated in power terms.

He has an arrow for almost anything (maybe not Titan killing, admittedly), and rumour has it he's going to be let off the chain even further when he transforms into Ronin somewhere along the Infinity War/Avengers 4 journey. He's no longer considered dead meat, and he's a useful fighter, even if he can't fully compete with actually super-powered allies and enemies.

27. Teenage Groot

Ordinarily, Groot would be one of the most powerful characters in any MCU movie, but this is not the Groot of old (as James Gunn has been very clear to confirm lots of times since Guardians Of The Galaxy Vol 2). He might not be the tiny, fairly useless guy who was more a hindrance than a help in Vol 2 (aside from setting the bomb inside Ego), but by the time we get to Infinity War, he'll still be the teenager who showed up in the credits.

And he didn't exactly look like the most motivated Guardian, did he? As a teenager, he'll presumably be emotional, volatile, difficult and surly, and while the threat of Thanos should be a kick up the barky backside, he's not going to be the key figure he would be if he was grown to full maturity.
