30. Rocket Raccoon
The other character played by Sean Gunn is in a similar position to Kraglin, in that he's not all that useful on his own in battle. Sure, he has his inventivness - like Shuri - and he tends to carry around huge, powerful weapons, but without them, he's a snarky rodent with an attitude problem and lots of baggage.
He's still without Groot as his protector, but he's not entirely vulnerable. It just doesn't feel like his skills (other than piloting and boobie trapping) will come into play against Thanos and the Black Order all that directly. He might be the raccoon equivalent of a super soldier, but he's still a raccoon.
29. Black Widow
Black Widow is undoubtedly a dangerous figure, and not someone to be trifled with. She's a trained killer, a master of manipulation and one of the best hand-to-hand combatants in the MCU (who isn't superpowered). But she's still basically "just" a human, and that puts her on a rung a little lower than some of her fellow Avengers.
It's unlikely Natasha will face Thanos in direct battle, because it simply wouldn't be a fair fight, but she's still a very useful player in the game - assuming her exile at the end of Civil War is only temporary and she joins back up with the Avengers soon.
