38. Peggy Carter

It's highly likely Peggy Carter will die of old age in Captain America: Civil War, but, as shown in Ant-Man (and her own spin-off TV series, Agent Carter), Hayley Atwell can pick up the character at any point in the timeline, influencing S.H.I.E.L.D. and Earth's expansion into the wider universe. What makes an Infinity War appearance so likely, however, is that the whole "sixty-seven characters" thing first came out of Anthony Russo mistaking Peggy for granddaughter Sharon, which certainly suggests she's in the mix for an appearance in some form.

37. Howard Stark

If we're going to get a Peggy Carter flashback, it seems likely we'd also get an appearance from her good friend (and father of Iron Man) Howard Stark. Like Atwell, Dominic Cooper has reprised his role in Agent Carter, while John Slattery returned (in a flashback, no less) for Ant-Man, so there's certainly no shortage of actors who could star.

36. Mitchell Carson

Another character ripe for use in flashbacks is Mitchell Carson, the secondary antagonist and Hydra agent from Ant-Man. He's rather innocuous in the grand scheme of the MCU, but with Peyton Reed saying he'd be interested in using him in later adventures (probably Ant-Man And The Wasp), him popping up a flashback would allow some of that much-loved Marvel foreshadowing.
