1. Mr Freeze - Arnold Schwarzenegger (Batman & Robin)

Of course it is. How could it not be?

Yes, Arnold Schwarzenegger is clearly having a lot of fun and there is SOMETHING to admire about the decision to adopt some of Freeze's tragic backstory rather than just make him a pantomime monster, but it's not enough to save the performance.

This snowman is utterly abominable, lacking all sense of nuance and battering every ounce of humanity we are encouraged to see in him thanks to his wife's tragedy with a near-endless parade of nonsense slogans and "witty" one-liners. People were literally paid to write those things he said.

It will take something incredible for him to ever be unseated as the worst of the worst.
