15. The Sonar Suit - Batman Forever
Pros: Well, it's striking, anyway. Also, a legitimately good face mask design.
Cons: It's too shiny, it's not menacing enough and the utility belt has no utilities. It's literally just a belt, which makes no sense given Batman's lack of actual trousers. The less said about the Christmas decoration Robin suit, the better.
Having seen The Riddler destroy most of his gadgets and suits, Batman turned to this prototype Sonar Suit (something Christopher Nolan would later blatantly steal for The Dark Knight, by the way) to end Batman Forever. It's a pretty radical departure, not just for films but also from the comics, and it felt like a conscious decision to move into a new, more garish world.
It's not surprising that it doesn't look as scary as Tim Burton's design, given Warner Bros' desire to appeal to a broader family audience and merch buyers, and it actually does look like it's been designed by a toy company. Val Kilmer literally looks like an action figure.
