In order to help establish a cohesive DC Cinematic Universe, it's essential that Warner Bros. follow in the footsteps of Marvel Studios when it comes to tying their movies together (even if it's in a very loose way). An after-credits scene setting up Suicide Squad - a relatively unknown comic book property despite the impressive A-List cast - seems like the smartest idea as it will after all follow Batman v Superman: Dawn of Justice on August 5th, 2016. The Joker is obviously a potential way of tying the moves together, but how about Amanda Waller and Rick Flagg watching footage of Batman and Superman's clash at A.R.G.U.S. and discussing the need to put a "squad" together. Now that would be exciting to see. There's also the fact that Jesse Eisenberg is said to be in talks to appear in Suicide Squad, so something Lex Luthor related could be a possibility too. Ultimately, just dropping the name of some of the characters who will appear in that movie or where they're villains like them are held (Belle Reve) would work.
