As of right now, there are no plans for Green Lantern to be introduced in Batman v Superman: Dawn of Justice. The rest of the Justice League will be there, but it seems as if Warner Bros. want to keep this character off the big screen for just a little while longer. That shouldn't really come as too much of a surprise after his disastrous 2011 movie, but a new Green Lantern has been set for release in 2020, so he's going to turn up sooner rather than later, that's for sure. Rumour has it that he will first make his presence known at the end of the first Justice League movie after crashing to Earth and warning the Justice League about the impending arrival of a deadly new threat; the villain known as Darkseid. It sounds like a great way of introducing him, and like most of the superheroes in the DC Cinematic Universe, it appears as if he will have been operating for a number of years before being introduced. It would still be easy for Batman v Superman to name drop Green Lantern though. If someone like John Stewart will be wearing the ring, why not mention the destruction of Coast City? (an event which led to Hal Jordan becoming Parallax) Even Ferris Air being included somehow would be a nice way to show fans his world exists!
