13. New Rules

New threat, new rules? Obviously, this could be referring to Batman's decision to come out of retirement despite his obvious vow to put the cowl and cape away, and his adjusted set of rules that allows him to take on someone who is essentially still a fellow hero. Alternatively, there's a good chance this could refer to both of Batman and Superman's prime directives - no killing. With major new threats, those rules might necessarily go out of the window as the pair prepare to throw down to the bitter end. And thirdly, it could also refer to whatever the Senate ruling results in: perhaps a parallel to the Registration Act passed in Marvel's comic book Civil War, designed to outlaw heroes? That would certainly fit Lex Luthor, and it would also explain why the Batwing was seen at one point in the trailers shooting at what appeared to be armed soldiers (designed by Luthor to "protect and serve" - or strongarm everyone into submission, more like).
