9. Poison Ivy - Lena Headey
Lena Headey has been working wonders in Westeros as Cersei Lannister, and while she's already played a comic book villain in the underrated Dredd, there's a more popular one who probably suits her more.
Headey possesses all the qualities to make Ivy both sympathetic and suitably villainous. Both components are essential to the character, with Ivy having taken on a decidedly more heroic role in the comics as of late, but the audience still needs to believe that Ivy has a ruthless streak to her - something Headey has been able to embody perfectly throughout her stint on HBO's fantasy show.
Like Catwoman and Harley, Ivy is slated to appear in David Ayer's adaptation of Gotham City Sirens, a comic all about the town's premier femme-fatales. Whether that comes before or after Birds of Prey is still unknown, but having Gotham's biggest heroes team up with their biggest villains is a surefire way of getting people excited, especially if Headey is bringing life to a character yet to be done right on the big screen.
