Since he's completely absent for the majority of the film, it shouldn't come as a surprise that the stinger is dedicated to Wakanda's most famous refugee: Sergeant Bucky Barnes.

The scene reveals that he's no longer in stasis on Wakanda and seems fit and well. He and Shuri exchange pleasantries as the local children refer to him as White Wolf, and the stinger ends with her telling him that he has "much more to learn."

What It Means

Is Bucky now fully "fixed"? We knew from the Infinity War prequel comic's preview that he is in Shuri's care and she's been working on deprogramming him and this all but confirms she's been successful. Earlier in the film, Shuri references him when Everett Ross is taken to Wakanda injured, expressing her excitement at having "another white boy to fix".

That would seem to suggest that Bucky is back and his Winter Soldier nightmare is over. He's still armless in this scene, but Infinity War's trailer shows him kitted out with a new metal appendage, so that must come between now and the Avengers movie.

And as for what he has to "learn"? Perhaps Shuri has been filling him in on all of the history he's missed during his enforced isolation as The Winter Soldier.
