3. Steve Rogers
Though Civil War ended with Nat going on the run and into the events of her solo film, we know that by the beginning of Infinity War, she's rejoined Steve Rogers and Sam Wilson.
By all accounts, it seems that Chris Evans is more than ready to move on from his time as Captain America and the MCU as a whole, but eventually Nat's story has to link back up to his iconic hero, whether it be in this film or another direct sequel. Especially in regards to the theme of family, of Nat's "old" one - with characters like Red Guardian and Yelena - and the one she found in her fellow Avengers, it would only be fitting for her story to come back around to Steve.
Of course, it's all up to whether Evans is interested, but it's hard to imagine he wouldn't turn up to support both his real-life friend in a film he's gone on record as wanting to see happen for a few years now with a cameo that would actually serve the story rather than feel tacked on.
