One of the biggest aspects of Civil War is the government's involvement in superhero affairs, so they’re likely going to need a character to represent those interests. Since nearly every official we’ve met in the MCU thus far was a HYDRA agent, it’s time for a new bureaucratic hard-ass. Enter Henry Peter Gyrich. As the first ever government liaison to the Avengers, he spends most of his time micromanaging and making the Avengers' lives difficult seemingly just for the sake of making them difficult.

In more modern incarnations, his overwhelming need to bureaucratize the team and supervise the training of new heroes is still present, but he's also given some humanization, his backstory is expanded and he is generally shown to have the good will of his country in mind. All traits that could be added in time, or scrapped in favour of his more traditional depiction.

The biggest holdup here is that it’s not entirely clear if Marvel owns his rights. In any event, they could just as soon change his name, call him an original character, and keep all of his characteristics since he suits the storyline.
