Captain America: Civil War - 10 MCU Problems It Needs To Fix

9. Bring S.H.I.E.L.D. Back

In a point heavily related to the one in the last entry, Captain America: Civil War really should be used as a means of bringing S.H.I.E.L.D. back to Marvel Cinematic Universe officially. A Marvel universe without S.H.I.E.L.D. is like a bowling ball without a liquid centre and that problem should be fixed as soon as possible (yes, Phil Coulson is reforming the organisation on television, but it's absolutely not the same as it was). In the comic book version of Civil War, S.H.I.E.L.D. was a key organisation when it came to the implementation of the Superhuman Registration Act (which will be referred to as the Sokovia Accords in the movie). While the government implemented it - as they will in the movie - superhumans were subsequently given the option of working for S.H.I.E.L.D. once they had registered - effectively meaning they would work as civil servants. The espionage, law-enforcement and counter-terrorism agency has far more experience with superhumans than any government in the MCU, so it really would make sense for them to be utilised to enforce the Sokovia Accords.
