11. Why Is General Ross Back Now? Where's He Been?

One of the more surprising additions to the cast for Civil War is William Hurt, reprising his role as General 'Thunderbolt' Ross. He was last seen back in The Incredible Hulk in 2008, and hasn't appeared in the MCU since, meaning he has been absent for all of the Avengers stuff. Now, though, he's back, and seems to have a bit of a beef with Cap. He's the one who hands him the Sokovia Accords, the catalyst for the events of this film, and would seem to be a pretty key figure in the government and the background to all of this. So, where exactly has he been for the last 8 years? Why is it only now they've decided to bring him back? Likely Answer: It's tough to figure out exactly why Thunderbolt would be brought back now, after 8 years away, but it probably has to do with his hardline stance when it comes to superheroes, and a pre-existing relationship with Tony Stark.
