26. Where's Hulk?

After his emo mic drop and exit at the end of Age Of Ultron, Hulk is obviously still a major pressing issue for the world's governments. When General Ross appears to admonish the Avengers for their mishandling of the Lagos situation, he shows footage of their past transgressions, including a shot of a rampaging Hulk in New York. That obviously fits in with the image of Hulk's comics rampage helping lead to Civil War.

The Secretary of State also scolds Cap for losing the equivalent of two nukes, asking if he even know where Hulk and Thor are. For all of Ross' symbolic (and literal) "change of heart" in light of his major heart-attack, the big green guy clearly still on his mind.

Hulk was actually initially supposed to appear in the film, but was excised from the first script.
